Payroll starts with paying people and doesn't end there. Each pay run creates wages to record, amounts held back from employees that the business now owes to someone else, and payments to agencies that have to be matched against what was held back. When the books miss a link, the liability accounts stop agreeing with what was actually paid, and the reports built on them stop being reliable.

What Connecticut asks of an employer.

CT Paid Leave. Employers deduct 0.5% from employee pay and send it to the CT Paid Leave Authority every quarter. The rate stayed at 0.5% for 2026. There's no employer match. The Authority also says every covered employer must register, even when a payroll provider has already enrolled them.

Unemployment insurance. The Connecticut Department of Labor requires every employer of one or more people, full or part time, to register online. Contributions are paid electronically, with quarterly tax and wage reports.

Income tax withholding. An employer that has to withhold Connecticut income tax registers with the Department of Revenue Services through myconneCT. Someone buying an existing business needs its own registration number rather than the seller's.
