Every year, from the records

"Same as last year" doesn't count in Glastonbury.

Every owner of business personal property in Glastonbury files a declaration with the Assessor by November 1, or the next business day when that date falls on a weekend. The form asks for each asset's date of acquisition and its original cost, including installation, entered under the right code on the line for the year it was bought. Furniture, fixtures and equipment, for example, go under Code 16.

The Assessor's own filing tips are clear that writing "no change" or "same as last year" does not meet the requirement. If no declaration comes in, the Assessor applies an estimated assessment and a 25% penalty, and a late declaration carries the same 25% penalty. Exemptions for some equipment, such as farm and manufacturing equipment, can't be applied to a declaration that is missing or late.

Brittany's part is the records behind the form. When equipment purchases are logged with the date and the full cost as they happen, the figures are already in the books when the declaration is due. That is ordinary full-charge bookkeeping. Filing the declaration, and any question about what is taxable, stays with you and the Assessor's office.

Leased and used up

The copier you lease, and the paper it goes through.

Two parts of the Glastonbury form catch people out. Leased equipment, such as a copier, goes in the Lessee's Listing Report section. The company that owns it files its own declaration and is responsible for the tax on it. Consumable supplies have their own line too, Code 23, for the average quantity used.

Both are easier when the books keep lease payments and supply spending apart from equipment you own. Bookkeeping in QuickBooks Online is how that gets done: the right accounts, and each transaction categorized into them every month.

  • Leased equipment listed, not owned
  • Supplies on their own code

Closing or moving

When the business leaves town.

A business that stops operating in Glastonbury files an Affidavit of Closing or Move with the Assessor. The books should show the same thing: assets sold or moved out, and a clean final set of figures.
